Purchasing Department

Duties

• Negotiate contract(s) for construction, engineering and architectural projects for the best and final offer

• Prepare Standard AIA contracts and payment schedules

• Adhere to Texas Local Government Codes

• Facilitate technical assistance conferences for vendors

• Centralize the purchasing authority

• Establish written purchasing policies and procedures

• Establish the purchasing function at a level high enough in the organization to endure its independence from control by any department or division of the organization

• Supervise 2 departmental staff employees

• Prepare and present agenda items before the City Council
  

Mission Statement

Purchasing will manage, facilitate and provide the highest quality, team-based, value-added procurement and ancillary support services that exceed the needs and expectations of our customers. Purchasing is the primary organization within the city authorized to issue bid invitations and proposals, process and release purchase orders, and develop and maintain term contracts.

The City Purchasing Agent can delegate authority to department staff permitting them to release purchase orders against contracts and to issue non-contract purchases less than $25,000.The Purchasing Department is made up of a team of 2 staff members who support the central purchasing process.

Additional Tasks

• Administer travel to assure departments adhere to policy & procedures

• Gatekeeper to city credit cards

• Keep records of cellular phones & pagers

• Approximately 2,500 requisitions are entered weekly

• Purchase orders are printed daily
