The Mission Police Department is a modern, computerized, community-oriented police department under the direction of a Police Chief and an Assistant Chief of Police, Robert Dominguez.
The Department consists of the following sections:
- Technical Support: This division is under the direction of a Technical Assistant to the Chief’s office and one Technical Support Specialist. This division is responsible for our Records Management system, computer-aided dispatch and wireless system.
- Operations Division: This division consists of Uniform Patrol Officers, Motorcycle Officers, K-9 and Boat Patrol. The division is under the direction of a Police Lieutenant.
- School Resource Officers: Uniform patrol officers assigned to two different school districts within our jurisdiction. Officers are responsible for student and staff safety. School Resource Officers are a unit of the operations division.
- Criminal Investigation Division: This division consists of criminal investigative officers handling crime against property and crimes against people. In addition, this section consists of one Crime Victims Liaison.
- Criminal Identification Officers: ID Officers are a unit of the criminal investigation division. This unit processes all criminal evidence, stores and tracks suspects.
- Special Investigative Unit (SIU): This unit is a part of Criminal Investigative Division operating under the direction of the Assistant Chief of Police and their respective units. These officer(s) are assigned to the Drug Enforcement Administration, U.S. Customs and the Combined Drug and Special Crimes Task Force.
- Communications Division: This division consists of 13 operators responsible for receiving all 911 calls and other related non-emergency calls for service. These operators manage security devices within the department.
- Support Services Division: This division is responsible for our records management personnel, officer support and fleet management.
- Jail Section: This unit is a fully functional temporary holding facility for inmates. Jail operations are a unit of the Operations Division. Jail operations process approximately 4,000 inmates a year.
- Crime Stoppers/Media Relations: This unit is a division of administration handling most if not all of our Media Relations and all of our Crime Stoppers programs.
Mission Police Communications Division
The Mission Police Department Communications Division consists of 12 dispatchers and 1 supervisor. They work rotating shifts, 24 hours a day, 7 days a week. Their job duties are very stressful, demanding, and include mainly answering emergency and non-emergency calls. The Communications Division receives 90 to 100 emergency calls daily, 1,200 to 1,400 non-emergency calls, and 250 to 350 calls for service. These calls must then be dispatched in a prompt manner via police radio. All calls are entered and dispatched using the Computer Aided Dispatch (CAD) system. Dispatchers monitor 7 radio channels, 7 fire department frequencies and the Inner City frequency as well. They work closely with the patrol division to ensure the safety of all involved. The Communications Division is truly the heart of the Mission Police Department.
Patrol Divisions
The Mission Police Department’s Jurisdiction covers from 3 Mile Line in some sections of the city all the way to the Rio Grande. From east to west we cover from Taylor Road all the way to Moorefield Road. In all, the Patrol Division covers an area of 30.62 square miles. As you can see, our city limits are extremely large with a lot of ground for our patrol officers to cover. We serve a population of about 49,000. The population almost doubles to about 80,000 during the winter months. The Patrol Division is supervised by Lt. M. Phelps. K-9 Division
The Mission Police K-9 Unit was started on January 12, 1990. The K-9 program currently consists of one coordinator/trainer, three officers and three German Shepard K-9s plus one reserve officer and K-9. The K-9 officers are assigned take-home vehicles and the dogs are taken home with the handlers. The program is funded by the City of Mission and citizen contributions. The Mission Police K-9 Unit from January 1990 to the present has been responsible for or assisted in the arrests of 428 felony suspects and 192 drug-related offenders. The K-9 unit has recovered more than $570,000 in stolen property and $5 million (dealer cost) worth of narcotics. The Mission Police Department K-9 Unit’s primary goal is the recovery of evidence and tracking/searching for felony suspects. Our K-9 unit is one of the most successful known by members of this department.
Special Weapons and Tactics (SWAT)
The Mission Police Department SWAT Unit was implemented in 1994 by then Chief of Police Patrick Dalagher. The unit started on a voluntary basis and training was conducted on the officer’s time. The Mission Police SWAT Unit today is composed of 16 members of the Mission Police Department and Reserves. The unit is a part-time unit and its sole purpose is to respond to highly volatile situations. The unit has been utilized to serve high-risk warrants and in support to the Narcotics Unit, local and federal Agencies. SWAT Team members train twice a month and have been to various training schools from Basic SWAT School, in Houston, Texas, to Advance SWAT School in Jefferson County. Team members are highly trained in special weapons, which support the unit in their everyday tasks.
Motorcycle Patrol
The Motorcycle Patrol utilizes 2008 Harley Davidsons and 2003 Kawasaki Police 1000 Cruiser Motorcycles. Each motorcycle is equipped with red and blue emergency lights, a hands-free communications radio, high-tech radar system and other essential equipment. A Motorcycle Unit is very useful in responding to emergencies where access by patrol car is restricted. Because a motorcycle is capable of quick acceleration and ease of movement, it is also the vehicle of choice for traffic control in areas of heavy traffic and construction. The Motorcycle Patrol is also utilized during the City of Mission Citrus Parade and is capable of negotiating the parade route without interfering with the participants.

Financial Assistance for Victims of Crime
If you or a family member has been involved in a violent crime, the Texas Crime Victims Compensation Fund may be able to help with some of your bills. The fund is administered by the Attorney General and is financed by fees paid by convicted criminals.
Who is Eligible?
Victims who suffer bodily injury, death or emotional harm, U.S. citizens who become victims of crime in Texas, and Texas residents who become victims of crime in state or country without comparable compensation.
