Civil Service

The Civil Service Department collaborates with the Civil Service Commission, which is made up of Leopoldo “Polo” Garza, Guillermo Delgadillo and Robert Peña on any given issue that needs approval, as well as collaborating with the City Attorney and/or Civil Service Attorney on any legal issues or to acquire a legal opinion. The Civil Service Department is responsible for interpreting Local Government Code Chapter 143: Municipal Civil Service for Firefighters and Police Officers and implementing Local Civil Service Rules. The Civil Service Department also administers entry-level and promotional testing for police officers and firefighters. In addition, the Civil Service Department screens Civil Service entry-level applications, analyzes and prepares the department's budget for City Manager's approval, and prepares and presents agendas and meetings for any given issue that needs Civil Service Commission approval.

Minimum Qualifications - Police Officer

Physical Agility Test Prerequisites - Police (PDF)

  • Must be able to read and write in English
  • Must be at least 21 years of age at the time of the examination
  • Completion of 30 accredited college hours; or
  • Two years of military service with an honorable discharge; or
  • Must be Certifiable (completed Police Academy); or
  • Certified by Texas Commission on Law Enforcement

Minimum Qualifications - Firefighter

Physical Agility Requirements for - Firefighter (PDF)

  • Must be able to read and write in English
  • Must be at least 18 years of age at the time of the examination
  • Must not have reached his/her 41st birthday at the time of the examination
  • Must have a High School Diploma; or
  • Must have a G.E.D. and 12 accredited college hours; or
  • Must be Certifiable (completed Fire Academy); or
  • Certified by the Texas Commission of Fire Protection

We are currently accepting applications for Entry-Level Police Officer.  The Civil Service Application is provided below and may be downloaded using the link provided.  All completed applications must be submitted to the Human Resources Department.  The deadline to accept completed applications is Monday, February 9, 2026, by 5:00PM.
